Looking for a dress... help please...?

My one year anniversary is coming up with my boyfriend. I love the Wizard of oz and for X-mas he got me a pair of sexy ruby open toed stilettos. But I havent had a chance to wear them yet so for our one year I want to get a light blue dress thats going to have a little volume in the skirt so it will frill out when I spin around... any ideas where I can find a dress like this please and thank you
